To increase the level of European security, biometric technology introduced for passports should be extended to visas. Even though the handling and processing of these new documents have been quite adequate, a record of them in trusted files is essential. Otherwise, the management of entries and exits and limiting the time spent within controlled areas are the most effective measures.
Conditions for the Successful Introduction of Biometric Travel Documents
Through the intermediary of the International Civil Aviation Organisation (ICAO), the United States has defined and distributed benchmark technologies and standards that have become the de facto norm for travel documents. Those countries taking part in the visa exemption programme should, in principle, have produced biometric passports by October 2006.
The technology used in this new passport consists of secure chips which store information relating to the identity of the holder. These chips can be scanned from a short distance by special readers.
In Ireland, BearingPoint has recently completed the introduction of such passports. In Germany we have submitted a study on the required legislative changes and technological choices and have defined the main areas of the implementation process: selection of suppliers, re-engineering of processes and communication with the general public.
