The major event of 2006 in the fight against cultic deviance was the setting up of the third Parliamentary Commission of Inquiry, which looked in particular at the damage likely to affect the moral and physical health of minors exposed to such a risk. Even if the public authorities should be concerned with all victims of cultic deviance, there is no doubt that the most susceptible, and this is the case with minors, should be reassured that everything is being done to minimise the risk and to help them should prevention have proved to be impossible.

The powers given to the Parliamentary Commission of Inquiry have enabled it to undertake an exhaustive analysis of the phenomenon, to obtain facts which are difficult to access and to produce a report which has been given full media attention, and thus has increased public awareness. The recommendations contained in the report of the Parliamentary Commission of Inquiry reinforce this and provide the Interministerial Mission for Monitoring and Combating Cultic Deviance (Miviludes) with clear guidelines which will govern the actions of the public services in the coming months.

For its part, Miviludes has continued with its efforts to respond to the concerns of all those who have expected the State to announce its unambiguous support for victims. Its annual report provides the opportunity to draw lessons from the past, to gauge the extent of the phenomenon and to determine without complacency the effectiveness of the measures employed.
