In principle EU governments agree that they need to open up their defence markets. Governments have already agreed to a defence procurement codeof-conduct proposed by the European Defence Agency, but the EDA cannot force governments to comply with the code. EU governments, therefore, should respond positively to the recent legislative proposals from the European Commission. Plus, in the ongoing debate about the European defence market, the transatlantic defence market should not be forgotten.
