Que ce soit dans le cadre de la PESD ou aujourd’hui de la PSDC, la mise en œuvre de l’instrument opérationnel de la Pesc est laborieuse. L’attelage franco-britannique ploie sous l’influence de l’Otan et les hésitations de l’Allemagne consacrent le blocage d’une action militaire de l’UE. Pourtant, depuis 2003, la politique européenne s’affirme en Afrique subsaharienne. Sous le label Eufor (European Union Force), la France conduit des actions opérationnelles, donnant progressivement consistance et visibilité à la Pesc.

Whether in the context of the ESDP or today of the CSDP, the implementation of the Pesc operational instrument is laborious. The Franco-British team bends under the influence of NATO and the hesitations of Germany devote the blockage of a military action of the EU. Since 2003, however, European policy has been growing in sub-Saharan Africa. Under the Eufor (European Union Force) label, France is conducting operational actions, gradually giving consistency and visibility to La Pesc.
